Context: SLOTHY is an assembly-level superoptimizer. It is used extensively in the PQCP projects mlkem-native and mldsa-native. SLOTHY is described in this CHES publication awarded the best paper runner-up in 2024.
Proposal: Turn SLOTHY into a project under the PQCP.
Rationale: SLOTHY has the potential for broader positive impact on the cryptographic community, in terms of a) breadth of (micro)architecture support, and b) breadth of usage. To realize this potential, we need: A) Increased awareness -- which the LF, PQCA and PQCP umbrella help to achieve -- and B) Funding for improved CI. The current CI is unable to run extensive test suites. Without extensive tests, we cannot embark on larger refactorings.
