[build] osqp support on windows arm64

OSQP is not available for windows arm64 on pypi

aimet-onnx depends on OSQP to be available on windows arm64

Luckily GitHub includes some Windows ARM64 runners with Windows 11 on them, so I have just tried to enable our builds on them here: #205. Unfortunately, the test suite is failing when built on Windows ARM64, so we will need to debug this further.
