[e2e] Use latest Azure image version for WS2019

The image version 17763.6293.240905 for the 2019-datacenter-smalldisk
SKU has been deprecated by Microsoft, causing VM creation to fail with
ImageVersionDeprecated. Remove the pinned version workaround for the
Azure VM SSH issue and use the default 'latest' version instead.

[hack] Use latest Azure image in machineset.sh
5f15507 
Remove the pinned image version 17763.6293.240905 from the machineset
generation script. The version has been deprecated by Microsoft and
the Azure VM SSH issue workaround is no longer needed.
