Can be reviewed... increased the systemd timer timeout to 10m as 5m was too much. Tested the package and the old OBS staging-installchecker works. I'm of course on the hook if things break in gocd, I will keep an eye on the openSUSE pipelines when we merge this. |

I've tested with the best of my abilities that the original behaviour for OBS workflows doesn't change.
However, keeping this WIP for now, at least until #3287 is in (it contains some framework-wide additions that are used here too).
