The temporal inference is incorrect due to (I think!) the 5 relapse cases from Nzerekore Region. We could use this as an opportunity to allow augur refine / treetime to infer temporal signal from a subset of tips, or allow certain branches to have different rates / not affect the overall rate distribution.
