[Safari] Navigating up past extensions category with voice over enabled freezes page for up to a minute

In safari with voice over on:

1. tab to the blocks workspace
2. press T to focus the toolbox
3. use the down arrow key to navigate down the list into the advanced section
4. use the up arrow key to navigate up the list past the "Extensions" button
5. the page freezes when you press up on the "Extensions" button for up to a minute, then it unfreezes and rapidly goes through every key you hit in the meantime

I have a Mac running 15.7.7 (24G720) with Safari Version 18.6 (20621.3.11.11.3) and was unable to reproduce this issue.

I can reproduce this on Safari 26.3 (and after updating, also on 26.5). But only with VoiceOver enabled, which is disconcerting. VoiceOver continues to work if I switch app. The browser tab is locked up and e.g. won't repaint on window resize. Closing VoiceOver doesn't recover it. I've also seen a similar lock up in some cases when going down from, or even pressing backspace in, the search box.

Can't trigger anything similar in Blockly playground, though it's not clear exactly what to try as the constructs are MakeCode specific.
