Acceptance criteria

• Upgrade or replace the dependency path so the lockfile no longer resolves
  unmaintained rustls-pemfile 2.2.0.
• Remove the temporary RUSTSEC-2025-0134 audit suppression from Makefile.
• Run make audit and the normal commit gates successfully.
