• RustSec advisory: https://rustsec.org/advisories/RUSTSEC-2025-0141
• Reported version: bincode 1.3.3
• Dependency path: libsql 0.9.30 -> bincode 1.3.3

Acceptance criteria

• Upgrade or replace the dependency path so the lockfile no longer resolves
  unmaintained bincode 1.3.3.
• Remove the temporary RUSTSEC-2025-0141 audit suppression from Makefile.
• Run make audit and the normal commit gates successfully.
