Describe what is attempting to be accomplished

I want to enable an opt-in Gemini (but can be used with any LLM) powered PR and issue review bot.
Authors can use this bot to get reviews from an LLM and get an early round of review.

This is enabled by setting the label overseer on your issue/pr.

It would be good to have review tools to help with the first pass reviews so that maintainers can focus on architecture, design, etc.

ref #5930 is a similar request. It would be ideal to try out different tools before picking one. This tool/bot is open source, tailored for Kubernetes, and doesn't require integration at org level.
