fix(app, sdk): bump Firebase iOS SDK to 13.1.1 - #9391

Adopt firebase-ios-sdk 13.1.1 (released 2026-10-22) via sdkVersions.ios.firebase and matching SPM exact pins. Also updates the last CocoaPods release reference to 12.19.3.

…d cannot hang the build upload-symbols has no timeout of its own. A stalled request left the [RNFB] Crashlytics Configuration phase running until the surrounding build timed out. The script already treats an upload failure as a warning, so a timeout now takes the same path (default 300s, override with RNFB_CRASHLYTICS_UPLOAD_TIMEOUT_SEC).
This reverts commit 8813176.

Follow-up to #9389. firebase-ios-sdk did a spot release (13.1.1) after a Firestore issue in 13.1.0.

Not part of this PR.
Note 12.19.1 and 12.19.2 aren't on trunk (12.19.1 is a zip naming fix, 12.19.2 is SPM only), so 12.19.3 is the one to target for CocoaPods.
The iOS e2e/build suites haven't been run locally, so relying on CI for the version bump. The Crashlytics script change is covered by the
ios_config.test.tsunit tests.
