[UI] Language picker not working during setup on mobile browser

I have searched the existing issues, both open and closed, to make sure this is not a duplicate report.

The bug

On first setup, the user is able to select his preferred language. On mobile browser (tested with MS Edge and Google Chrome) on Android, the search bar does not find any language to select. In MS Edge at least the list can be used to select a language instead of using the search. In Google Chrome it is not possible at all to select the preferred language.

1. create a new user
2. log in with new user the first time in a mobile browser on Android
3. walk through first setup
4. try to search for your preferred language
5. ... no search results shown

The entries in that list are provided by the browser, if it isn't providing any then I don't know if there's much we can do :P
