I would like to submit a PR for #6042

As coding for this issue would need to touch workflow files, the agent is not allowed to open the corresponding PR.

Why this change?

We're setting up fullsend on repos that use Prow/OWNERS for contributor authority (e.g. openshift/osdctl).
In our org, OWNERS files are the source of truth for who can approve and merge, with Prow handling the actual merge gating rather than GitHub native permissions.

The idea is to allow the wider team to use fullsend without a need to grant additional github native permissions.
This will benefit any organization using this permission model.
