Observed state:

• Requirement work requirement.work.1 is 执行成功 / 质量通过.
• Independent audit requirement.audit.2 is 执行成功 / 质量通过.
• Quality gate machine check is 通过.
• Missing evidence shows 当前没有缺失的机器核查项.
• All required machine check items are 通过.
• The page still shows workflow 已阻塞, requirement stage 等待人工 / 检查中, and product design remains 待开始 / 未评价.
• The visible gate area exposes 登记 Waiver only. It does not expose an Owner decision control such as pass/reject/confirm/submit.
• After registering a 24-hour Waiver with scope 需求阶段质量门禁人工确认项, the page shows Waiver 状态 1 项：有效 and an approved effective Waiver, but the workflow remains blocked and does not advance.

Reproduction from Web UI:

1. Open the workflow URL above as project Owner.
2. Confirm requirement work and independent audit are both successful and quality-passed.
3. Open or scroll to the requirement quality gate.
4. Observe that machine checks pass and no evidence is missing, but there is no direct Owner approval/rejection/confirmation button.
5. Register a 24-hour Waiver from the visible 登记 Waiver action.
6. Refresh the workflow several times.
7. Observe that the workflow remains blocked and product design does not start.

Expected result

When machine checks and independent audit have passed, the Web UI should expose a clear Owner gate decision action. If Waiver is the intended bypass path, an effective approved Waiver should either unblock the gate and advance to product design, or the page should show an explicit remaining blocker and required supported user action.

The state should not leave the only Owner-facing page in 等待人工 / 检查中 without an actionable Owner control.

• Machine check says passed and the page says there are no missing machine check items.
• Current gate conclusion still shows 检查中; workflow status still shows 已阻塞.
• The previously registered Waiver did not move the workflow forward and is now shown as expired / blocking.
• The page still exposes only refresh/stage navigation/waiver registration/cancel style controls. No pass/reject/confirm/submit/process-quality-gate control is visible to the sole logged-in user.

Important classification: this is not waiting for a separate human operator. The only user/owner has already used the exposed page operations. The blocker is that the production Web state machine remains blocked while the rendered UI exposes no effective gate-decision or recovery entry.
