upload collection: add hover when title is truncated

Given the title of an upload collection item is truncated, the user can not read the full title text.

Proposed Solution
Given the title of an upload collection item is truncated, there should be the full text on hover on a tooltip available for the user.

Hello colleagues!

Reporter complains that the full filename is not visible when truncated.
Could be checked there: sample

Thats probably related with the tooltip concept and should be taken by PM for a grooming.
