BOINC Bug Bounty - Fix Linux Idle Detection

This is a bug bounty for the fix of this issue in the BOINC repo:
BOINC/boinc#1187

BOINC does not correctly detect the "idle" state of Linux machines under some conditions. This bounty will be paid out to the first person who solves this with a patch that is integrated into the BOINC Github repo/accepted by the BOINC devs.
