According to the published rules, a Naval Patrol around a port should put that port out of supply, for troops and building purposes. Britain has a patrol from this month in Game 27 which should place E22/44 out of supply (presumably Portugal will build a port there this month). Can you verify this is working properly, and that supply has been cut to the port when Portugal builds it?
Makis note: It does not seem to work, patrol order does not cut off the shipyard from supply
